Session 8 covers site suitability assessment: using GIS and free Earth Observation data to find safe, convenient locations for buildings or infrastructure. It applies a probabilistic multi-hazard method that converts expected damage from six hazards into monetary terms and combines them into an Average Annual Loss (AAL), weighting return periods to avoid double-counting. Exercise 7 (Caraga, Davao Oriental) walks trainees through calculating AAL in the QGIS Raster Calculator for a storm event, combining all return periods, and overlaying non-hazard factors like road and population proximity to build a weighted suitability map — with vulnerability values re-adjusted per asset type.
